BTOpenworld has today sent us a quick response following our request for clarity on the apparent usage restrictions that accompany the ISPs broadband satellite service:
BT Openworld is currently reviewing the utilisation of the satellite network and formulating a view on what will constitute 'fair share' and subsequently 'heavy usage'. The current exercise has looked at the top user bracket, whose usage is known to be much higher than the 'fair share' even though not fully determined.
On a regular daily basis, we have seen times when 1% of our base have been using over 30% of our satellite capacity, a situation that we do not feel is fair to the rest of our customers.
It is therefore only these customers who are currently being asked to change their behaviour patterns. Evaluation of the utilisation will obviously continue during this exercise as we begin to see a shift in usage behaviour - this evaluation will lead us to formulating a policy that can be communicated to customers in the future.
The satellite network is a pure shared resource where every customer affects each other, any policy on network management will be aimed at providing improvements to the majority of the satellite community.One could easily argue that such a thing should have been done long ago, indeed before any warnings had to be issued. We'll wait to see whether anything comes of this in the near future.
