UPDATED Added a new complaint. Having already reduced the cost of its 2Mbps service, now Tiscali has cut the cost of its 512Kbps package by £1 to £14.99 per month. The ISP has also been recognised for its standard of billing services (yes, you read that right):
In addition, Tiscalis 1Mbps (2GB cap) product has also been doubled in speed to 2Mbps. Now for the interesting part:
Tiscali also boasts that it is the first ISP to receive a 'Kitemark' in recognition of its standard of billing services.
According to Tiscali, the British Standards Institute has judged the company worthy of the seal of approval for its OFCOM TMBS (Total Metering and Billing Systems) standard.Poor customer support aside, Tiscali has also been well known for its billing errors, perhaps somewhat weakening the credibility of said 'Kitemark'.
Still, perhaps this is a sign of improvement and not something to be belittled; only time will tell. More @

One reader, Antony, provides us with an example of Tiscali's billing problems:
I was one of Tiscali's very first ADSL customers. As a result, whenever I had any problems with my line, they could never find my account details.
In February 2004 I cancelled my Tiscali BB account, got a MAC number and migrated to Bulldog (another disaster). Since then, despite e-mails, telephone calls and registered letters Tiscali constantly keep billing me. Fortunately the credit card registered is invalid so they cannot take payments but now my 'bill' is over 400 GBP.
