The Telecommunications adjudicator (OTA), Peter Black, has released his latest monthly (September) report on the status of UK local loop unbundling (
LLU) -
HERE. Some 850,000 lines have now been unhooked from BT, adding 115,000 since August, which is the highest increase to date.
Strangely the OTA's website vanished for several days during early October; no explanation is given as to why this occurred. Meanwhile we continue to keep track of the statistics:
Jan'06 = 250,000
Feb'06 = 300,000 (+50k)
Mar'06 = 360,000 (+60k)
Apr'06 = 420,000 (+60k)
May'06 = 471,000 (+51k)
Jun'06 = 580,000 (+109k)
Jul'06 = 673,000 (+93k)
Aug'06 = 735,000 (+62k)
Sep'06 = 850,000 (+115k)
Unfortunately there are still problems with the process:
A number of Quality of Service Measures are causing severe concern. The Right First Time delivery of Business As Usual (BAU) unbundled lines continues to deviate from planned quality levels (currently 78% against a target of 98%). As reported previously this measure has not yet met its planned quality targets.
Openreach continue to develop an Improvement Plan that John Small (Openreach MD Service) is confident will address the problems; however, significant improvement has so far failed to materialise. John had targeted September for a significant improvement in Delivery Quality, this however has been missed. I have discussed this matter with Steve Robertson, CEO of Openreach, and Steve has assured me that a Robust Plan will be presented to the OTA and LLUOs in the near future. Fault Repair quality (Assurance) is also showing a significant and ongoing deterioration in performance.
In response to these issues the OTA has requested a Performance Improvement Paper that will set out all the Improvement & Ongoing Stability Plans.
