Ofcom's Satellite Spectrum Options

Ofcom has today posted details on development of a new satellite based BSS spectrum (11.7 - 12.5 GHz / orbital position 33.5 Degrees West). The regulator is also examining its use for broadband/broadcasting applications:

Following the Radiocommunications Agency consultation on the development of the BSS spectrum (11.7 - 12.5 GHz) from the orbital position at 33.5 Degrees West, we said in February that we would be happy to discuss with interested parties any proposals they may have for developing this slot for satellite-delivered services. However, we would not make any decisions until later in the year. We indicated also that, in the interim, we would examine the possible use of the spectrum for terrestrial operations (beyond wireless cameras) including for broadband/broadcasting applications.

Our engineering investigations have shown that there are major sharing issues with existing satellite services to be considered in relation to establishing significant terrestrial operations in the band. We are not aware, however, of any such interest in the BSS spectrum.

We intend to proceed, therefore, as follows:

* We remain happy to receive serious expressions of interest in developing the BSS (and other) spectrum from this orbit position, both the UK’s spectrum allocation and, within the international arrangements for bringing satellite filings into use, the wider filings known as Digisat 1 and Digisat 2. If we receive an acceptable application (and we would expect evidence, in particular, of technical, financial and legal credentials to construct, launch and operate a satellite system within a firm timescale, and a commitment also to dealing with the international co-ordination issues) then we will make an announcement. This will refer to the receipt of an application, will incorporate a final, time-limited, invitation for any further serious expressions of interest and will set out how we propose to proceed to spectrum award.

* If we receive any approach to develop the spectrum for terrestrial services, then we will consider it against the benefits that such use would generate and the interests of the current users of the band. Before reaching any decision, we would consult interested parties on these, and any other relevant, issues.
