Oftel has updated its universal minimum standards to require that UK operators, specifically BT and Kingston Communications, offer subscribers an Internet connection speed of at least 28.8Kbps:
The fastest modems run twice as fast as this, but Oftel decided that this was the minimum that people should expect.
"This is significantly faster than the previous requirement of only 2.4 kbps and will lead to real improvements in connection speeds for many consumers," said David Edmunds, director general of Oftel.
Any customers who cannot connect at this speed have grounds for a complaint and BT and Kingston must make reasonable efforts to improve the service. It's hardly ground shaking stuff, especially since BTs own 'unofficially' standard is more or less the same value. Never the less it may help some people; the new changes will be effective from 25th July 2003. More @
