Word is trickling down from several UK ISPs that equipment on the BT 20CN platform in
Scotland and the North of England has been struck by a

We're aware of a temporary problem with BT Broadband that's causing some people trouble connecting in Scotland and the North of England. We're sorry if you've been affected. Our engineers are now working to fix the problem, and we expect to have the service back to normal shortly.

BT have made us aware of a major service outage in the North of England, mainly the Scotland area effecting all 20CN ADSL connections.
If you connect to the internet on a 20CN connection this may cause problems connecting or disconnecting.
BT are currently working on this problem and hope to have it resolved as soon as possible.
There are also more specific 20CN outages in the Nairn and Laggan areas, with an apparently separate 21CN issue affecting Stepney Green. In related news, some 2,200 residents and businesses in Newark are also being hit by a power fault.
It should be noted that the 20CN platform traditionally carries BT's older 'up to 8Mbps' ADSL broadband services, which ISPs are slowly replacing with the faster 'up to 24Mbps' ADSL2+ packages on 21CN.
UPDATE 14:52pmWe have learnt that the problem is centred on BT's Edinburgh node, which has suffered a RAS failure.
UPDATE 21st September 2010The problems appear to have been corrected and service should now be back to normal for everybody. Any customers still unable to connect should power their broadband equipment off for 30 minutes before attempting to reconnect.
