BDUK Confirms GBP16.4m for Faster Broadband in North Yorkshire UK by 2017

yorkshire uk broadband internet mapThe North Yorkshire County Council (NYCC) has confirmed that its previously revealed Connecting North Yorkshire (CNY) project, which aims to make faster broadband ISP services available to "100% of businesses and citizens in North Yorkshire by 2017", will gain a total of £16.4 million in funding from the UK governments Broadband Delivery UK (BDUK) office.

NYnet, the public sector controlled private limited ISP that was formed by NYCC in 2007, further hopes to push the total project value up to £30 million through a mix of match-funding and cash from the European Regional Development Fund (ERDF). Readers will be pleased to know that a procurement process for the project has already begun, although this phase won't be completed until June 2012.

It's understood that the new project seeks to assist up to 15 local community broadband schemes. It will begin by mapping out current broadband access, speeds and the level of demand in each location.

County Councillor Carl Les, Chairman of CNY, said:

"We are determined to ensure that businesses and the people of North Yorkshire continue to thrive and high-quality broadband is essential to thriving communities. The ability to offer services such as remote access to computers and servers, video-conferencing, web-meetings and access to a company telephony system, will put North Yorkshire on a level playing field with the major cities such as Leeds and London.

High-speed broadband benefits a broad demographic of people. Young people, for example, can access e-learning and a broader curriculum, often unavailable to remote, rural schools. It also enables technology to be used to monitor and provide care direct into individual homes, allowing people to stay independent for as long as possible."

The government's Broadband Delivery UK (BDUK) office, which first announced funding for NYCC's project in October 2010, wants 90% of "people in each local authority area" to be within reach of a superfast broadband (25Mbps+) service by 2015 (the last 10% will have to make do with a minimum speed commitment of at least 2Mbps).

Curiously the CNY project has chosen to be somewhat less constructive with their own definition of "high-quality broadband", which the plan merely describes as being anything that is "appropriate to people’s needs". There's also a simplistic reference to "next generation access (or super-fast broadband)" for business parks but precious little else.

North Yorkshire claims to be England's largest rural county, with a population of just under 600,000 spread out over roughly 3,000 square miles. The county holds 4 out of the 8 most sparsely populated districts within England and approximately 45,500 residents are unable to access a usable internet service (7.6% of the population).

It should be noted that one of NYCC's claims is incorrect. The council states that BBDUK's goal is to ensure "that all areas of the UK can receive broadband access by 2012", which was in fact delayed to 2015 last summer. The new date is more realistic and aligning it with their superfast policy also lowers the risk of duplication (i.e. spending twice in the same area).
