I have been with plusnet for roughly 18 months. Between the hours of 12am to 4pm there is a tendency to get actual broadband speeds. However, after 4pm the speed drops right off. But this is where the second problem occurs, because you then need to contact their customer support. In the same way that you know when a politician is about to lie - there lips move - then you know that plusnet support is about to lie as soon as their fingers get near the keyboard. Also like politicians, they never answer a question. Basically a bad isp. Dont even think about signing up with them.
