BT Openreach, which is responsible for ensuring that all rival operators have equality of access to BT's local network (e.g. LLU - Local Loop Unbundling), has today launch a new initiative against cable theft called SmartWater; an invisible solution that can be used to forensically "tag" metal thieves and protect vital UK telecoms infrastructure.

The American Registry for Internet Numbers (ARIN), which last year warned communication providers (e.g. UK broadband ISPs) around the world that Internet Protocol v4 (IPv4) addresses would run out in 2010, has said that the remaining stockpile of IPv4 numbers will be depleted in about one year's time.

Ofcom has today proposed NOT to take BT's massive £9bn pension deficit into account when setting regulated wholesale charges for the operators broadband and phone services. It was feared that the regulator could have ruled differently, which might have resulted in higher charges for ISPs and thus price hikes for UK consumers.

Strategy Analytics, a market research firm, has ranked the United Kingdom 22 (BCI 5.97) in the world out of 57 other top countries based on a Broadband Composite Index score of broadband internet penetration, affordability, speed and value for money. By comparison France managed to place 12th (BCI 6.45) and Germany 15th (BCI 6.38), while the USA came behind us on 23rd (BCI 5.96).

The MSP for Tweeddale, Ettrick and Lauderdale, Jeremy Purvis (Scottish Liberal Democrats), has once again moved to promote his recently launched action plan - 'A Digital Strategy for the Borders' (PDF) - that seeks to make the Borders region into the most "connected rural region in Scotland by 2015 and the UK by 2020".

The Open Rights Group (ORG) has called on Ofcom to start again with its Draft Initial Obligations Code of Practice on Copyright Infringement because, they claim, it misses vital requirements to outline the standards of evidence reported by Rights Holders.

As required by section 1 of the controversial Digital Economy Act 2010 (DEA), Ofcom has to produce a report for the UK Government every 3 years giving a clear picture of the state of the country's landline, broadband, mobile and broadcast networks and services. Today the regulator revealed that its first report will focus on landline and Mobile Broadband coverage.

Ofcom has today announced new measures that will force UK broadband ISPs into making their customers aware of the official complaint handling processes (Alternative Dispute Resolution (ADR) schemes). Sadly Many ISPs continue to hide such details away and some make no mention of them at all.

Popular broadband ISP Zen Internet UK has today re-launched its website with the aim of making finding the right information quicker and easier for visitors. There's also a new page with details of their soon to launch 40Mbps 'Fibre Broadband' ( FTTC ) packages (September), albeit without any price data. Further enhancements are planned in the near future.

As rumoured earlier this week, Easynet Global Services and its subsidiaries have managed to reach an agreement with BSkyB ( Sky Broadband ) over its proposed sale to private equity firm Lloyds Development Capital (LDC). Staff numbers are not expected to be affected by the sale, which is fully funded by the Lloyds Banking Group.

The BBC's technology correspondent, Rory Cellan-Jones, reports that "two of the biggest ISPs" in the UK are warning that Ofcom expects broadband providers will have to issue "hundreds of thousands" of copyright infringement warning letters "a month" to customers of ISPs whom are suspected of unlawful file sharing (P2P) activity. This is a basic requirement of the new Digital Economy Act 2010 (DEA).

The UK Internet Service Providers Association ( ISPA ) has today revealed its Roadmap for the Internet, which includes eight recommendations to Government on how it sees the net developing over the life of the current parliament to 2015. Some of the suggestions include measures aimed at resisting network-level blocking and ensuring that the Digital Economy Act 2010 (DEA), for tackling unlawful copyright file sharing (p2p), is proportionate.

The Dorset Chamber of Commerce & Industry has conducted a survey of the regions businesses and found that 64% required a connection speed of more than 10Mbps (Megabits / per second) and 86% want to achieve this within the next year.

Despite threats of legal action by Virgin Media UK and a BBC Trust imposed condition that "access will not be bundled with other products or services", growing broadband ISP TalkTalk is still pressing ahead with its plans to launch a TV ( IPTV ) product based off the controversial Project Canvas platform.

Business ISP Opal Telecom (TalkTalk) will soon be putting the last nail into a shrinking coffin of troubled Lixxus customers, which entered administration on 25th May 2010, when it finally ceases their service instead of helping users to migrate first. The result could slow the process of switching to a new ISP and potentially add extra costs.

Business ISP Star UK has warned that the governments 3 year delay in making a minimum broadband speed of 2Mbps available to everybody in the country by 2015 (USC) will, against a backdrop of "super-fast" Next Generation Access (NGA) solutions, make related services appear "equivalent to dial-up speeds".

ISP PlusNet has today revealed limited details about the first customer in the UK to go live on BT Openreach's Fibre-to-the-Premises ( FTTP ) fibre optic broadband internet service trials. The news follows just a day after we revealed that BT's late 100Mbps FTTP pilots had finally got underway (here).

Satellite ISP Tariam says it can help to fill the UK's rural broadband gaps and meet the governments Universal Service Commitment (USC), which aims to make a minimum broadband download speed of 2Mbps available to everybody by 2015. Tariam's boss was speaking in reaction to last week's news that the USC target had slipped from 2012 to 2015.

Reports claim that Easynet's ( Easynet Connect ) senior management are seeking to buy the business back from its parent company BSkyB's ( Sky Broadband ). Sky purchased Easynet in 2005 for the sum of £211m and promptly used their unbundled ( LLU ) platform as the foundation for its consumer broadband ISP packages.

BT Openreach, which is responsible for ensuring that all rival UK communication providers have equality of access to BT's local network, has finally started its official Brownfield pilots of 100Mbps Fibre-to-the-Premises ( FTTP ) based fibre optic broadband services. The crucial pilots were initially announced for January 2010 last year (original news) but ended up being delayed by approximately 6 months.
