The chief information officer of anti-SPAM (junk email) body Spamhaus, Richard Cox, has criticised BT, Bulldog, Orange (Wanadoo), Tiscali and the government for failing to tackle the problem of SPAM botnets:


It is difficult for ISPs to act in such situations, where a customer’s computer has been hijack by a trojan and made to spew out masses of junk e-mail. However, some providers have in the past disconnected customers found to have been infected, although this is rare.

Unfortunately the nature of SPAM makes it very difficult to stop without also removing legitimate messages too; it is not an exact science. Spamhaus agrees that spam may never be defeated completely, yet if countries improved their laws and worked together then perhaps 90% of all e-mail wouldn't be junk.
