The Warwickshire County Council (WCC) has today signed a new state aid supported deal with BT that will see the operators superfast fibre broadband (25Mbps+) services being deployed to cover 91% of local premises by Spring 2016.

The UK government’s culture secretary, Maria Miller, has called in major mobile operators, broadband ISPs and online content giants (BT, Sky, Facebook, Twitter etc.) to a special summit on 17th June 2013 where she intends to urge stricter censorship of internet websites and services that distribute “harmful material”.

The Suffolk County Council has named the first locations that will benefit from its state aid supported project to make BT’s superfast fibre broadband (25Mbps+) services available to 85-90% of local premises by the end of 2015.

The UK government’s Department for Culture, Media & Sport (DCMS) has confirmed that it now expects broadband ISPs to start issuing their first warning Notification Letters to customers, those whom are suspected of internet piracy, during “the latter half of 2015“. Over a year’s delay from the previous “early” 2014 target.

Internet provider BE Broadband (aka – BE Unlimited), which is now owned by BSkyB (Sky Broadband), has been told by the Advertising Standards Authority (ASA) that they can no longer claim to offer “unlimited downloads” after the ISP threatened to disconnect customers that make heavy use of their service.

The Vice-President of the European Commission (EC) responsible for the Digital Agenda, Neelie Kroes, has proposed a new EU “safeguard” to ensure that broadband ISPs and mobile operators give every citizen a “guarantee of access to the full and open internet, without any blocking or throttling of competing services“.

Customers of Virgin Media’s cable broadband and TV network in Portsmouth on the south coast of England could be left without service for up to three days after contractors conducting roadworks cut through one of the operators vital cables. Separately Virgin are also testing a new Traffic Management policy on the 100Mbps+ package.

The latest anecdotal monthly study of consumer broadband ISP speed testing data from Broadband.co.uk has found that the average download speed in the United Kingdom has fallen from 19.014Mbps in April to 18.180Mbps in May 2013. Average upload speeds also hit 2.881Mbps (down from 3.068Mbps).

Sky Broadband (BSkyB) appears to have become the first major UK ISP to extend its court ordered censorship of specific websites that facilitate internet piracy (e.g. The Pirate Bay) to include a wide range of proxy servers, which allows users to bypass such blocks without needing to use a VPN or other solution.

It’s been a long time coming but the UK communications regulator, Ofcom, has informed ISPreview.co.uk that their chosen method for making it both “simpler and more reliable” for consumers to switch phone or broadband ISP is finally close to being announced. No really, this time it’ll actually happen. We hope.

Customers who take BT’s Line Rental Saver solution alongside their phone or broadband bundles, which allows you to save a fair bit of money by paying for a year’s line rental in advance, will be displeased to learn that the cost has just risen from £129 to £141 (up 9%). ISPs around the UK are likely to follow suit.
